Poor Cable for 13 More Years

I am another dissatisfied cable customer. I have a satellite dish but i get local cable for channels 2-13. These channels never come in clear. I am waiting for local channels to be offered by Dierctv then i will be finished with jefferson county cable. The one thing that gets me is: How did these guys ever get a 15 year contract with the city? A couple years back they signed a 15 year contract with the city of Toronto. Who did they know to get this? What a mistake somebody made!
