Toronto at High Speed?

I just have a couple of questions maybe someone could answer. Will there ever be high speed cable modems in Toronto? Would TCI(AT&T) be able to provide the city with their services or are we stuck with those old cable lines that make channels 2-13 static ridden and the internet future non-existent in Toronto?
